Call for clarification whether the PMC fees for Rakan Muda and IKBN projects are from 5% to 10% of the project costs, which would mean some RM80 to RM160 million for PMC fees alone for these two projects from 2001-2004
Speech - during committee stage debate on the 2005 Budget in Parliament by Lim Kit Siang (Dewan Rakyat, Tuesday): From 2001 to 2004, Rakan Muda development projects totaled RM362 million while Institut Kemahiran Belia Negara (IKBN) development projects totaled RM1.25 billion – giving a grand total of some RMRM1.6 billion for these two projects. I understand that Project Management Consultants (PMC) involved in the Rakan Muda and IKBN projects levy fees from 5% to 10% of the project costs – which would mean that PMCs alone would gross from RM80 million to RM160 million from the Rakan Muda and IKBN projects, raising questions as to whether such a huge sum of money could not be better spent to develop a generation of dynamic and purposive Malaysian youths.
I have been told that when the IKBN in Putatan, Sabah was completed, it had no students or participants – which is a reflection of very poor planning in the Youth Ministry.
Next, the Sports Ministry should explain why it has not acted in an accountable and transparent manner in the use of Sports Trust Fund with some RM30 million to fund individuals who could excel internationally in sports.
Last month, there were reports about the plight of motor rally driver Karamjit Singh and navigator Allen Oh, who had often faced the danger of missing out on several legs of the Asia-Pacific Rally Championships circuit because of the shortage of funds.
There are complaints of discrimination and favouritism in the allocation of funds from the Sports Trust Fund, not only to the receipients, but in the decision on the nature of the funding.
What is the basis for instance for a very selected few being given grants of a few hundred thousand ringgit for their sports pursuits, and why for instance, ex-Formula One driver, Alex Yoong, could not get a grant but only a RM300,000 loan which he had to repay?
I understand that there is a case of a grant for one million ringgit to one individual - can the Sports Ministry Parliamentary Secretary clarify and justify?
The Sports Minister should act in a transparent manner and make public a list of all receipients from the Sports Trust Fund, the amount given in each case and the criteria used – to avoid suspicions of arbitrary and unfair decision-making and abuses of power in the process.
