Call on Cabinet to impose a RM100 fine for every Minister, Deputy Minister, Parliamentary Secretary and government officer for failing to answer an email or letter from the public or Home Affairs Minister Azmi Khalid should be reprimanded for the ridiculous RM100 fine because of bureaucratic incompetence Media Statement - during visit to National Registration Department in Petaling Jaya by Lim Kit Siang (Petaling Jaya, Friday): The huge crowds and great public inconveniences at the National Registration Department offices throughout the country caused by the arbitrary and high-handed announcement by the Home Affairs Minister, Datuk Azmi Khalid on Tuesday of the unlawful RM100 fine for three-month failure to collect 242,594 MyKads is a most disgraceful and classic example of how a public service should not be conducted. I find it shocking that Azmi could preen himself with pride at the solution he had found to clear the unclaimed 242,594 MyKads, as he said in Kangar yesterday that after his Tuesday’s announcement, 15% or 30,065 MyKads had been collected in a day, and that at this rate, all the 242,594 Mykads could be cleared in ten days. I could think of an even faster way to clear the 242,594 MyKads within three days if there is a fine of RM1,000 for any uncollected MyKad! But is this the way an efficient, sensitive, responsible and people-oriented administration should conduct itself – reminding one of the Fascist and Nazi efficiency regardless of public convenience, sensitivity of public rights and human dignity. From the large crowds, long queues and the few hours’ of waiting to collect the MyKad, it is clear that the National Registration Department offices throughout the country are not ready for such rush by the people as a result of the RM100 fine threat. The National Registration Department should devise a competent public counter service whereby a person who comes to collect the MyKad need not spend more than half-an-hour of waiting! The RM100 fine threat is not only most irresponsible and unlawful, it is most outrageous when the reason for the uncollected 242,594 MyKads is because of the failure of the National Registration Department to inform the public that their MyKads are ready for collection. It is clear that Azmi had been misled by his officers resulting in such an outrageous decision, creating chaos and confusion in all the national registration department offices in the country, which just cannot cope with the rush.
